The Government of Nepal has introduced a e-Governance Blueprint, aiming to revolutionize public administration through digital innovation. The blueprint, approved in the first meeting of the Electronic Governance Commission, chaired by the Honorable Prime Minister on 17th Baisakh 2080, sets a roadmap for transforming governance using cutting-edge technology.

The blueprint focuses on:

  • Promoting data-sharing among government agencies.

The e-Governance initiative is structured around seven pillars:

  1. Digital Governance Management – Establishing a framework for leadership and coordination.
  2. Legal and Regulatory Reforms – Enacting policies to support data security and transparency.
  3. Infrastructure Development – Building a National Data Management Center and cloud-based solutions.
  4. Digital Literacy and Capacity Building – Training government personnel and the public on digital governance.
  5. Standards for Digital Services – Implementing technical benchmarks for seamless service integration.
  6. Regional and International Cooperation – Aligning Nepal’s policies with global digital trends.
  7. Monitoring and Evaluation – Establishing performance assessment mechanisms to ensure success.

Challenges and Solutions

Despite the ambitious plan, Nepal faces challenges such as weak cybersecurity, limited policy frameworks, and insufficient coordination among agencies. The government aims to address these issues through institutional strengthening, infrastructure expansion, and policy reforms.
